Dr. Handley conducts a range of psychological evaluations for courts, school systems, employers, and individuals seeking diagnostic clarity. Each evaluation is conducted with independence, thoroughness, and a commitment to producing reports that are both clinically sound and practically useful to the parties who rely on them.
Evaluations serve courts and clients throughout the Fredericksburg region — including the City of Fredericksburg and Spotsylvania, Stafford, Caroline, and King George counties, and surrounding areas. Most evaluations involve structured clinical interviewing, psychological testing, record review, and collateral contacts as appropriate to the referral question.
Types of Evaluations
Custody & Parenting Evaluations
Comprehensive psychological evaluations for family and juvenile court proceedings. Designed to assist courts in making well-informed decisions regarding custody arrangements, parenting plans, and the best interests of children. Evaluations include psychological testing of all parties, clinical interviews, collateral contacts, and a detailed written report with findings and recommendations.
Referrals accepted from: Attorneys, guardians ad litem, and the court directly.
Independent Educational Evaluations (IEE)
When families disagree with a school system’s evaluation of their child, they have the right to request an Independent Educational Evaluation at public expense. Dr. Handley conducts IEEs that are objective, comprehensive, and directly responsive to the educational questions at hand — including assessments of learning differences, cognitive functioning, academic achievement, and behavioral factors affecting educational performance.

Diagnostic Evaluations
Comprehensive psychological assessments for individuals seeking diagnostic clarity — including evaluations for ADHD, mood and anxiety disorders, and other conditions affecting daily functioning, academic performance, or occupational performance. Diagnostic evaluations include structured interviewing, standardized psychological testing, and a written report with findings and recommendations.
Referrals accepted from: Physicians, psychiatrists, therapists, attorneys, and self-referral.
Work Clearance Evaluations
Fitness-for-duty and return-to-work psychological evaluations for employers, HR departments, and occupational health programs. These evaluations assess whether an individual is psychologically fit to safely perform the essential functions of their role, and provide clear, actionable recommendations to employers.

When you submit a referral, please include the individual(s) to be evaluated, the referral question, any relevant court orders or authorizations, and your preferred contact information. Dr. Handley will follow up within two business days to confirm availability and provide fee information.
